In an unusual but progressive move to promote respectful language, a village in Maharashtra has introduced a rule imposing a ₹500 fine on anyone who uses abusive words involving someone’s mother or sister. The decision was taken by the gram panchayat as part of an effort to curb verbal abuse and promote dignity for women in the community.
Gram Panchayat Passes Resolution
The rule was implemented in Kolgaon village located in the Ahilyanagar district of Maharashtra. The local gram panchayat passed the resolution during a special meeting held around International Women’s Day.

Village leaders stated that abusive language targeting women has become common in daily arguments, and such behavior negatively affects the social environment. To tackle this issue, the panchayat decided to introduce a monetary penalty for offenders.
₹500 Fine for Offensive Language
According to the new rule, anyone found using abusive expressions involving “mother-sister” insults will have to pay a fine of ₹500. The rule aims to discourage people from using offensive language that insults women or their family members.
However, authorities clarified that the fine will only be imposed when there is valid proof of the abusive act. In many cases, digital evidence such as audio or video recordings may be used to confirm the violation. This approach ensures fairness and prevents misuse of the rule.
Initiative Suggested by Local Women
Interestingly, the idea for this initiative came from a woman belonging to a farming family and a member of a self-help group in the village. She proposed the rule during a program organized to honor women achievers on International Women’s Day.
Her suggestion received strong support from villagers and the panchayat members. The resolution was then officially passed to encourage respectful communication within the community.
A Step Toward Respectful Society
Village authorities believe that abusive language targeting women not only hurts individuals but also creates a negative culture in society. By imposing a fine, they hope people will think twice before using offensive words.
This initiative is also part of a broader effort to improve discipline and social values in the village. Along with the ₹500 penalty for abusive language, the panchayat has introduced other rules, including small fines for cleanliness violations and measures encouraging a better environment for students and families.
Social Impact and Public Reaction
Many residents have welcomed the decision, saying it will help create a more respectful atmosphere in the village. Women in particular believe that such measures will protect their dignity and reduce verbal harassment in public spaces.
Community leaders hope that if the rule proves successful, it may inspire other villages and communities to adopt similar measures to promote respect and gender sensitivity.
