Officially, Cai ranks fifth in the party hierarchy, positioned behind President Xi Jinping, Premier Li Qiang, the Chairman of the Standing Committee of the National People’s Congress, and the top political strategist. However, despite his official fifth-place ranking, global political experts and China watchers widely regard Cai Qi as the de facto No. 2 leader in Beijing.
As the head of the party’s General Office—a role equivalent to a chief of staff—Cai manages President Xi’s daily schedule, personal security, official communications, and administrative flow. When Xi Jinping was later transferred to take up key leadership roles in neighboring Zhejiang province, Cai Qi was subsequently relocated to Zhejiang as well, continuing his role as a trusted lieutenant.
