Civic Body Intervenes Following Housing Society Complaint

The Brihanmumbai Municipal Corporation (BMC) has officially issued a stop-work notice regarding ongoing renovation work at Bollywood actor Ajay Devgn’s 7,802-square-foot bungalow located in Juhu, Mumbai. The action was initiated by the BMC’s K-West ward following a formal written complaint lodged by the Kapol Co-operative Housing Society, where Plot S-10 on N S Road No. 11 in the JVPD Scheme is situated. Civic authorities noted that the property owners failed to produce valid permissions granting commercial usage of the premises within an established residential enclave, prompting immediate intervention by the Building and Factory Department.

Residents Express Security, Parking, and Traffic Concerns

The primary conflict stems from plans to convert the residential bungalow into a luxury commercial salon and spa. While the Kapol Co-operative Housing Society reportedly raised no objections to the property being leased out per se, members strongly opposed its transition into a commercial establishment. In its representation to municipal officials and the cooperative department, the housing society highlighted significant concerns regarding increased customer footfall, vehicular congestion, acute parking shortages, and elevated noise levels on the narrow internal roads of the quiet neighborhood.

High-Value Commercial Lease Details Exposed

Records reveal that the 7,802 sq ft property had been leased for a five-year term to Florian Hurel Salons Private Limited under a registered leave-and-licence agreement. The commercial arrangement stipulated a monthly rental fee of Rs 16 lakh during the first year, incorporating an annual 5% escalation clause. Over the full five-year tenancy, the lease agreement represented an estimated rental value of approximately Rs 10.61 crore. Despite an initial No Objection Certificate (NOC) granted for leasing the premises, society members asserted that an NOC for tenancy does not equate to statutory approval for commercial operations or change-of-user clearance under municipal regulations.

Devgn Camp Denies Violation and Requests Four-Week Extension

Addressing the civic action, local Corporator Sudha Singh clarified that prima facie no permission for commercial use was granted by the K-West ward, leading to the stop-work order when required documentation was not presented on time. In response, the Devgn family has formally requested a four-week extension from the BMC to submit all relevant paperwork and clarify their legal standing. Meanwhile, sources close to the actor maintain that all necessary approvals and statutory clearances for the proposed operation have been duly secured from the appropriate government bodies and will be submitted during the official review process.
