Allegations of Irregularities in Development Work
Serious questions have once again been raised about the functioning of the Ludhiana Municipal Corporation after irregularities related to development projects surfaced during a recent Finance and Contract Committee (F&CC) meeting. Officials from the Building and Roads (B&R) branch were accused of preparing questionable estimates for development works, suggesting that some projects may exist only on paper rather than on the ground.
According to officials and committee members, several proposals related to development works have been repeatedly brought before the committee in recent weeks. Many of these proposals were either postponed or rejected because the estimates appeared unnecessary or poorly justified.
Concerns Over Unnecessary Project Estimates
During the latest meeting, a proposal to spend around ₹40 lakh on the redevelopment of Ram Park triggered strong objections from the Deputy Mayor. Committee members questioned why such a large amount was being proposed for a park that was reportedly already in good condition.
The issue highlighted serious flaws in the way project estimates were prepared. Members pointed out that the proposal did not even mention recovery of old materials such as grills, bricks, or other construction components already present at the site. This raised doubts about whether a proper site inspection had been conducted before preparing the estimate.
Officials Fail to Justify Estimates
When questioned during the meeting, the concerned Superintending Engineer attempted to contact the Sub-Divisional Officer (SDO) for clarification. However, the officer also failed to provide a satisfactory explanation for the estimate.
This incident strengthened suspicions among committee members that some officials may be preparing project estimates without conducting proper site visits. Instead, the proposals appear to be prepared in offices and approved without adequate verification.
The Municipal Commissioner reportedly expressed displeasure over the situation and instructed senior engineering officials to thoroughly review their proposals before presenting them in future committee meetings.
Repeated Meetings Yet Agenda Remains Pending
The F&CC meetings have been held multiple times since February as part of an effort to clear pending development proposals. Initially, around 300 proposals were included in the agenda issued by the Mayor on February 18.
However, Deputy Mayors insisted that only about 100 proposals should be discussed in each session. As a result, meetings were conducted over multiple days to clear these proposals gradually.
Despite several meetings, the agenda could still not be finalized. In some cases, meetings were postponed due to the absence of key officials, including the Commissioner.
Controversy Halts Latest Meeting
In the most recent meeting, discussions on 15 proposals took place before the controversy over allegedly fake or unnecessary estimates erupted again. Due to the heated debate among members, the meeting had to be postponed once more.
The repeated delays and allegations have raised concerns about transparency and efficiency in the civic body’s development planning process. Observers say stricter scrutiny of project estimates and better administrative accountability will be required to restore public trust.
