Prime Minister Narendra Modi addressed the 26th Shanghai Cooperation Organisation (SCO) Council of Heads of State Summit held in Bishkek, Kyrgyzstan, delivering an uncompromising statement on global security and anti-terrorism protocols. Speaking directly in the presence of regional leaders, including Pakistan Prime Minister Shehbaz Sharif, PM Modi emphasized that terrorism poses a fundamental threat to global peace and economic progress. He firmly stated that terrorism can never be utilized as a “strategic asset” by any nation and called for unanimous global condemnation of state-sponsored terror networks.

A Direct Call Against Terror Financing and Safe Havens

In his address, PM Modi highlighted the urgent necessity to dismantle infrastructure that sustains cross-border terrorism. He urged member states to take decisive, uncompromising action against terror financing, radicalization, and the provision of safe havens to extremist groups. The Prime Minister noted that nations using terrorism as an instrument of state policy must be held accountable by the international community. He stressed that there can be no double standards when dealing with terrorism, as selective condemnation only weakens collective security frameworks.

Strengthening Regional Cooperation and SCO Core Principles

Emphasizing the foundational values of the Shanghai Cooperation Organisation, PM Modi called for enhanced collaboration among member nations to secure stability across Eurasia. He pointed out that true economic connectivity and trade partnerships can only flourish in an environment free from violence and instability. PM Modi urged SCO members to respect territorial integrity, sovereignty, and international law while strengthening institutional mechanisms to curb radicalization, cyber threats, and cross-border criminal networks.

Collective Responsibility for Eurasia’s Peaceful Future

Concluding his address, Prime Minister Modi reiterated India’s commitment to fostering peace, security, and sustainable economic growth across the region. He called upon all member states to move beyond rhetoric and implement concrete security measures. By urging member countries to unite against terror financing and cross-border aggression, PM Modi underscored that long-term regional prosperity heavily depends on absolute zero-tolerance towards terrorism in all its forms.
