RBI Introduces Continuous Clearing and Settlement System
The Reserve Bank of India (RBI) has implemented a major reform in cheque clearance. From October 4, 2025, the new Continuous Clearing and Settlement System (CCSS) is active across the country.
Now, cheques deposited in banks will clear within a few hours, eliminating the traditional two-day waiting period.
How the New System Works
The new system is fully digital, allowing banks to scan and upload cheques immediately for clearance. Settlements will occur every hour, meaning a cheque deposited in the morning could be cleared by the evening.
Key Points:
-
Cheques deposited between 10 AM and 4 PM will be scanned instantly.
-
Hourly settlements start from 11 AM.
-
Banks must confirm clearance by 7 PM, otherwise the cheque will be automatically approved.
Banks Warn Customers: Check Details and Balance
Private banks like HDFC and ICICI have advised customers to:
-
Maintain sufficient account balance to avoid bounced cheques.
-
Ensure cheque details such as name, date, and amount are correct to prevent delays or rejection.
Positive Pay System Mandatory for Cheques Above ₹50,000
RBI’s new rules require the use of the Positive Pay System for cheques exceeding ₹50,000.
-
Customers must provide cheque details (account number, cheque number, date, amount, and beneficiary name) at least 24 hours in advance.
-
Banks will match these details during clearance.
Uniform Clearance Across the Country
The new rules will be implemented through Delhi, Mumbai, and Chennai grids, ensuring consistent cheque clearance times across all states and cities.
RBI Timeline for Implementation
-
Phase 1 (October 4, 2025 – January 2, 2026): Banks must confirm cheque clearance by 7 PM.
-
Phase 2 (From January 3, 2026): Banks will need to confirm clearance within 3 hours.
Charges and RBI’s Objective
-
No additional charges have been announced by RBI or banks.
-
The goal is to enhance customer convenience and promote Digital India.
-
RBI expects the move to strengthen trust in the banking system and make both cheques and digital payments faster and safer.
