In a alarming development that highlights the deep-seated nexus between mainstream politics and radical terror elements in Pakistan, the Istehkam-e-Pakistan Party (IPP)—a key ally in the country’s ruling coalition—has officially partnered with the Pakistan Markazi Muslim League (PMML) for the upcoming polls. The electoral pact targets the refugee constituency seats of Pakistan-occupied Kashmir (PoK). The PMML is widely recognized by international security experts and global intelligence agencies as the political front of Lashkar-e-Taiba (LeT), the banned terrorist organization founded by 26/11 Mumbai attack mastermind Hafiz Saeed.

Strategic Seat-Sharing Agreement targeting PoK Refugee Constituencies

The seat-sharing agreement was finalized during high-level meetings between senior IPP leadership and representatives of the PMML. Under the arrangement, the IPP will yield key refugee constituencies in Punjab and other provinces—seats designated for displaced individuals hailing from Jammu and Kashmir who currently reside across Pakistan—to PMML candidates. In exchange, the terror-linked political outfit will mobilize its cadre to support IPP nominees in broader parliamentary and provincial contests, consolidating political influence in critical regions.

Mainstreaming Hafiz Saeed’s Network

This political nexus represents the latest and most blatant attempt by Pakistan’s political establishment to mainstream militant elements under the guise of democratic participation. The PMML, which fielded numerous candidates tied to terror networks during the previous general elections, has consistently used political platforms to legitimize Hafiz Saeed’s ideology while evading international financial and counter-terrorism scrutiny. By granting electoral legitimacy to LeT’s political arm, mainstream Pakistani political parties continue to undermine global non-proliferation and counter-terrorism mandates, including guidelines set by the Financial Action Task Force (FATF).

Implications for Regional Stability and India’s Concerns

The strategic alliance has raised serious concerns among international observers and Indian defense analysts. Mainstreaming terror-affiliated entities into electoral politics along border regions and refugee constituencies in PoK further escalates regional volatility. India has repeatedly called out Islamabad at international forums for harboring, financing, and state-sponsoring proscribed terror organizations. This explicit political union demonstrates that despite assurances given to global oversight bodies, Pakistan’s political leadership continues to leverage extremist networks for domestic electoral gain.
