Delhi Removes Time Limit for NOC of Old Vehicles: Major Relief for Car Owners

Big policy change by Delhi government

In a major relief for vehicle owners, the Delhi government has removed the time limit for applying for NOC (No Objection Certificate) for old vehicles. Owners of diesel cars older than 10 years and petrol cars older than 15 years can now apply for an NOC at any time, without any deadline.

What was the old rule?

Earlier, under the “Guidelines for Handling and End of Life Vehicles in Public Places of Delhi, 2024”, vehicle owners were required to apply for an NOC within one year of deregistration.
If they failed to do so, they couldn’t transfer their vehicles to another state or even scrap them. As a result, thousands of old vehicles remained stuck in Delhi, increasing traffic congestion and pollution.

What has changed now?

Now, the one-year restriction has been completely removed. Even if the vehicle’s registration expired years ago, the owner can still apply for an NOC.
With this change, 10-year-old diesel cars and 15-year-old petrol cars are now eligible for re-registration, sale, or transfer in other states.

Government’s statement

Delhi Transport Minister Dr. Pankaj Kumar Singh stated that the earlier deadline was causing trouble for citizens. “Removing the NOC time limit will help people easily transfer their old vehicles outside Delhi. It will reduce the number of unused vehicles on roads and help curb pollution,” he said.
