Delhi Police Special Cell Busts Cross-Border Syndicate Linked to Pakistan Handler Shahzad Bhatti

Date:

Major Counter-Terrorism Breakthrough in National Capital

In a major counter-terrorism breakthrough, the Special Cell of the Delhi Police has successfully dismantled a highly organized, cross-border terror-crime syndicate operating within the Delhi-NCR region. The illicit network was being directly micro-managed by Pakistan-based gangster-turned-terrorist Shahzad Bhatti and his close associate Ajmal Gujjar. Operating under the structural patronage of Pakistan’s Inter-Services Intelligence (ISI), the module was actively utilizing advanced technology and localized criminal assets to execute proxy warfare on Indian soil. Acting on actionable intelligence, elite law enforcement teams launched synchronized raids across multiple strategic locations to disrupt the operational structure of this dangerous cell.

Modus Operandi: Drones, Social Media, and Dead-Drops

The investigation has uncovered an intricate, multi-layered operational framework designed to bypass conventional surveillance. The syndicate primarily targeted vulnerable Indian youths across social media platforms and encrypted messaging applications, luring them into the network with promises of quick monetary gains. Once recruited, these operatives were provided with secure, foreign mobile phone numbers pre-arranged by their Pakistani handlers to minimize local electronic footprints.

The logistics division of the network relied heavily on low-flying commercial drones to traffic sophisticated automatic weapons, live ammunition, and high-grade heroin directly across the international border into Punjab. Following successful aerial drops, the syndicate executed coordinated “dead-drop” delivery systems to move the contraband seamlessly into Delhi-NCR, Uttar Pradesh, and Madhya Pradesh. The proceeds generated from the narcotics distribution were channeled through anonymous bank accounts and traditional hawala networks to fund synchronized urban sabotage and high-profile targets.

Surveillance and Imminent Attack Plots Foiled

Interrogations of the arrested operatives revealed that the Shahzad Bhatti module had already transitioned from basic logistical coordination into active operational planning. The group had completed exhaustive reconnaissance, video documentation, and field recce of high-density public spaces, sensitive government installations, historic religious sites, and prominent military camps across Haryana and Delhi-NCR.

A critical breakthrough revealed that members of this exact module were directly involved in a recent hand grenade attack targeting the Gurdaspur City Police Station in Punjab. Following that incident, the handlers ordered the group to execute serial shooting incidents and high-intensity grenade attacks in crowded markets across the national capital to generate public panic. The timely, coordinated intervention by the Delhi Police Special Cell successfully neutralized the active cells before they could execute the planned strikes.

Seizures and Ongoing Investigation

During the high-stakes raids, security forces apprehended key operatives from different states, including Anas Tyagi, Mohit alias Yogi, Arif, Hargunpreet Singh, and Vikas Prajapati. Law enforcement teams recovered a substantial cache of tactical equipment, including five semi-automatic pistols, multiple foreign-made firearms, forty-one live cartridges, a Scorpio SUV used for weapon transport, and seven highly encrypted mobile devices containing critical voice notes and text transmissions from Bhatti. Senior police officials confirmed that the active module has been thoroughly dismantled, and an expansive investigation is underway alongside Punjab Police to track down remaining sleeper cells and financial facilitators linked to the network.
