Major Fraud Exposed in Ludhiana Municipal Corporation: Hundreds of Employees on Paper, Missing in Field

Date:

Fake Records Reveal Hundreds of Absentee Workers

In a shocking expose, a major fraud has been uncovered within the Municipal Corporation of Ludhiana (MCL) where official records showed over 100 sanitation workers on duty, but field inspections revealed the employees were absent from work. This revelation has ignited concerns about corruption, misuse of funds, and administrative negligence within one of Punjab’s key civic bodies.

During a regular review, discrepancies were found between payroll records and actual workforce presence. Sources said that many listed workers were reportedly relatives or associates of influential leaders, brought on through recommendations rather than merit. Because these employees were not physically present, taxpayers’ money meant for sanitation services was effectively wasted, and the corporation suffered a financial loss.

How the Scam Operated

The scandal emerged after a comprehensive inspection by the Commissioner of MCL, which was triggered by mounting complaints from councillors about low civic performance. During the audit:

  • Record books listed over 100 sanitation workers.

  • Actual field checks showed many accounts were ghost entries.

  • Workers allegedly paid salaries without ever reporting for duty.

This type of payroll manipulation raises serious questions about internal controls within MC operations and the efficiency of oversight mechanisms.

Political and Administrative Fallout

Following the discovery, MCL officials began taking stringent action against those implicated. The Commissioner has reportedly withdrawn responsibilities and official vehicles from officers who failed to justify the discrepancies. There are indications that the matter has also been escalated to higher authorities for further action.

Opposition leaders in the city raised concerns that the fraud not only burdened public funds but also hindered basic sanitation services, impacting residents’ health and quality of life. MCL has significant responsibility for waste management, street cleaning, and other essential services — all affected by this malpractices news.

Calls for Vigilance and Systemic Reform

Civic activists and public representatives are demanding a full vigilance inquiry and disciplinary proceedings against those responsible. They assert that systematic fraud like this undermines citizens’ trust in local governance, emphasizing the need for stronger transparency and real-time monitoring of civic worker deployment.

Pending further investigation, the Municipal Corporation has assured corrective measures to tighten auditing procedures and prevent similar abuses in future.
