Surrender Mandatory for Piped Natural Gas Users
The Ministry of Petroleum and Natural Gas has issued strict new orders governing domestic gas supply across the country. Under the updated regulations, households that have an active Piped Natural Gas (PNG) connection are no longer permitted to retain a domestic Liquefied Petroleum Gas (LPG) cylinder connection. Consumers possessing both connections are now legally required to surrender their LPG cylinders to their respective gas distributors immediately.
Discontinuation of Refill Facilities and New Connections
To enforce this rule, oil marketing companies have been instructed to stop all refill bookings for households with verified PNG connections. Furthermore, gas distribution agencies are strictly prohibited from issuing fresh domestic LPG connections to any applicant residing in areas where piped gas infrastructure is active and installed at their premises.
Global Supply Constraints and Anti-Hoarding Measures
This decisive move comes against the backdrop of heightened global energy volatility, driven by supply chain disruptions in key international transit corridors like the Strait of Hormuz. With international LPG supply tightening, the central government has introduced these measures under the Essential Commodities Act to curb illegal hoarding, prevent black-marketing of subsidised cylinders, and rationalize gas distribution across urban and semi-urban centers.
Improving Distribution Efficiency and Supply Equity
According to official directives, maintaining dual connections creates unnecessary artificial demand and distorts inventory tracking across domestic gas supply chains. Transitioning PNG-connected households exclusively to piped gas ensures that available LPG cylinder stocks are directed toward rural and semi-urban regions that lack pipeline infrastructure. This reallocation aims to prevent local shortages, stabilize market prices, and promote transparent fuel access nationwide.
Legal Gazette Notification and Nationwide Compliance
The Ministry’s updated framework, published in the Official Gazette under the Essential Commodities Act, has come into immediate effect. Municipal authorities and public sector oil marketing companies (IOCL, BPCL, HPCL) are initiating data-matching exercises between City Gas Distribution (CGD) operators and LPG agency databases to identify dual-connection holders. Non-compliant accounts face automatic suspension of cylinder refill privileges and potential administrative recovery.
